Market Access to Kyrgyzstan
National Certification in Kyrgyzstan
Kyrgyzstan is a member of the Eurasian Economic Union (EAEU), therefore many products are subject to the unified conformity assessment system – EAC certification. However, some products are not covered by EAEU technical regulations. In such cases, the national certification system of the Kyrgyz Republic applies.
For manufacturers and importers, it is important to correctly determine which type of certification is required – national or EAC – as this affects the procedure for importing and placing products on the market. We provide full support for certification in Kyrgyzstan. We help determine the appropriate route, prepare documentation, organize testing, and obtain the final document required for product supply.
When National Certification in Kyrgyzstan Is Required
National certification is required for products that are not regulated by EAEU technical regulations but are included in the mandatory lists of the Kyrgyz Republic. In such cases, conformity assessment is carried out in accordance with the national standards of Kyrgyzstan.
This issue most often arises for importers, especially when a product is not subject to EAC certification but confirmation of conformity is still requested at customs or during market distribution.
Common Product Categories
- Construction materials
- Certain types of industrial equipment
- Household products
- Chemical products
- Some light-industry products
In such cases, the products must undergo conformity assessment in accordance with the national standards of Kyrgyzstan.
What Documents Are Issued
Two main formats are used within the national system: the Certificate of Conformity of the Kyrgyz Republic and the Declaration of Conformity. The choice depends on the product category and the applicable conformity assessment requirements. It is important to determine in advance which document is required, as this affects the testing process, the documentation package, and the overall timelines.
Official confirmation of compliance with national requirements.
To obtain a certificate, the following is usually required:
- analysis of technical documentation
- laboratory testing of the product
- assessment of production (for serial production)
The certificate may be issued for serial production for up to 3 years or for a specific batch of products.
A form of conformity confirmation where the applicant bears responsibility for product safety.
The declaration is registered on the basis of:
- test reports
- technical documentation
- supply contract
At the initial stage, we verify whether the product falls under EAEU technical regulations or under the national lists of technical regulations of the Kyrgyz Republic, clarify the HS code (HS/TN VED), the intended use of the product and its configuration, and then determine whether a KR Certificate or a KR Declaration is required. After that, we coordinate the documentation, testing, and timelines to avoid revising the documentation package after submission.

Stages of the Process: What We Do and What Will Be Required from You
To ensure the process moves quickly, a short set of initial information is required: the intended use and model/series of the product, key characteristics, configuration, available documentation, and the planned supply scheme. After that, we take responsibility for organizing the work and monitoring the results at each stage:
We review the requirements and select the appropriate certification scheme in order to determine the correct route from the outset.
We compile the required documentation package, including the product description, passport/data sheet, instructions, labeling, and supply contract.
We arrange testing in an accredited laboratory in Kyrgyzstan and monitor the testing program and results.
The certification body issues the certificate or registers the declaration based on the results of the conformity assessment.
We provide the issued document and the agreed documentation package required for import and market distribution.
What Affects the Timeframe and Cost
The timeframe and cost of national certification in Kyrgyzstan depend on which document is required for your product. A Certificate within the national conformity assessment system of the Kyrgyz Republic and a Declaration within the same national system differ in procedure and in the set of supporting grounds. Therefore, at the initial stage we determine the correct option and define the certification route specifically for your supply.
Further timelines and budget depend on testing requirements and the readiness of the documentation. If testing is required, the availability of product samples and an agreed testing program are important, while the cost depends on the scope of testing and the number of product modifications. If the product passport, instructions, technical description, and labeling are already prepared, the project proceeds faster; if revisions are required, the timelines and scope of work increase.
Difference Between National Certification in Kyrgyzstan and EAC Certification
National certification is valid only within Kyrgyzstan. It is based on national standards and applies to products that are outside the scope of EAEU technical regulations.
EAC certification is valid throughout the entire EAEU. It is based on the Union’s technical regulations and is accompanied by the EAC marking. If a product falls under EAEU technical regulations (for example TR CU 004/2011, TR CU 010/2011, TR CU 032/2013), an EAC Certificate or Declaration is issued, which is also valid in Kazakhstan, Russia, Belarus, and Armenia.
Common Mistakes and How to Avoid Them
Problems most often arise due to incorrect decisions at the initial stage. An error in the certification system or in the HS code leads to the wrong certification scheme, unnecessary costs, and delays. Another common risk is unprepared documentation and labeling that does not comply with market requirements. This results in project delays, revisions, and questions from counterparties.
We structure the project so that the final document and the documentation package are logically consistent with each other and correspond to the actual product and the supply arrangement.
Risks in the Certification Process
Consequence: refusal during certification, unnecessary costs, postponed timelines
How we handle it: we verify exactly what your product requires – the national certification scheme of Kyrgyzstan or EAC certification – and define the route before the project starts.
Consequence: the wrong document and requirements are selected, and the documentation package must be revised
How we handle it: we clarify the HS code, the intended use of the product, and its configuration, then determine the applicable requirements and the list of required documents.
Consequence: the document is not accepted, repeat testing and new samples are required
How we handle it: we agree on the testing program in advance and make sure the test reports cover all required parameters.
Consequence: comments from the certification body and laboratory, delays, and requests for revisions
How we handle it: we bring the passport/data sheet, instructions, and technical description into proper order, check that all mandatory sections are included, and coordinate the final versions.
Consequence: issues at customs and with customers, suspension of sales, need for relabeling
How we handle it: we review the content of the labeling and warnings, align them with the documentation and applicable requirements, and prepare the final labeling layout before import.
