Documents Required for EAC Certification: A Practical Manufacturer Checklist
A manufacturer may already have CE documents, test reports, technical specifications and a complete product manual when an importer or distributor asks for EAC certification. The challenge is often not the absence of documents, but understanding which ones are relevant, whether they cover the exact product being supplied and what information is still missing.
Checking the document package before shipment can help identify inconsistencies early, clarify the possible conformity assessment route and avoid discovering documentation gaps after production, labeling or logistics have already been finalized.

There is no single EAC document checklist for every product
The documents needed for an EAC certification project depend on the product itself and the conformity assessment route that may apply.
Industrial machinery, electrical equipment, pressure equipment, control panels and other products can require different technical information. The applicable route can also depend on factors such as intended use, technical characteristics, model range, configuration and whether the supply involves serial production, a batch or a specific project.
For this reason, the practical objective is not to collect every technical document available in the company.
The first objective is to build a document package that clearly answers three questions:
- What exactly is the product?
- Which models and configurations are being supplied?
- What technical evidence is available for those products?
Once these points are clear, it becomes much easier to identify document gaps and define the next steps.
Start with accurate product identification
Product identification should normally come before detailed document preparation.
A useful starting package can include:
- commercial and technical product name;
- intended use;
- manufacturer name and manufacturing site information;
- model, type or article numbers;
- complete model list;
- HS code, if available;
- datasheet or technical specification;
- product photos;
- nameplate or label artwork;
- description of the configuration being supplied.
The model list is particularly important.
A manufacturer may sell one product family under several model numbers with different motors, capacities, dimensions, electrical ratings or control systems. Those differences should be visible from the beginning.
Otherwise, a test report may cover one configuration while the planned EAC document needs to cover several models.
The same applies to product naming. If the datasheet uses one model designation, the manual another and the nameplate a third, the relationship between them should be clarified before the certification package is finalized.
Check document consistency before adding more documents
A large document package is not necessarily a strong document package.
Before preparing additional files, manufacturers should check whether the main documents describe the same product.
Five points are particularly useful for a preliminary consistency check:
- manufacturer;
- model or model family;
- technical ratings;
- product configuration;
- document or product version.
For example, an electrical safety report may be technically valid but refer to an earlier product revision. A manual may describe the current model but show different electrical ratings from the nameplate. A certificate may cover the correct manufacturer but not the model planned for shipment.
These situations do not automatically mean that the documents cannot be used. They mean that their scope and relationship to the actual product should be reviewed.
Technical specifications and datasheets
A commercial brochure can help identify the product, but it often does not contain enough information for a conformity assessment review.
A technical datasheet should provide the characteristics needed to understand what the product is and how it operates.
Depending on the equipment, useful information may include:
- rated voltage and power supply;
- installed power or power consumption;
- dimensions and weight;
- operating conditions;
- materials;
- functions and operating modes;
- protection characteristics;
- interfaces;
- pressure, temperature or capacity;
- safety-related features;
- installation conditions.
The relevant parameters depend on the product.
For electrical equipment, supply voltage and electrical ratings may be central to the review. For pressure equipment, pressure, volume, temperature and medium may affect the route. For products incorporating wireless functions, radio technologies and technical characteristics may need separate assessment.
The goal at this stage is not to create a universal datasheet template. It is to provide enough technical information to identify the product correctly.
User manual and installation documentation
The manual helps confirm how the manufacturer intends the product to be installed, operated and maintained.
Depending on the product, useful documentation may include:
- user manual;
- installation instructions;
- maintenance instructions;
- assembly instructions;
- operating procedures;
- relevant safety information.
For complex industrial equipment, diagrams or functional descriptions may also help explain the final configuration.
The important point is consistency.
The model number, technical ratings and configuration described in the manual should correspond to the product being assessed. An old manual referring to a previous product version can create unnecessary questions even if the differences appear minor.

Drawings and diagrams for complex products
Not every project requires the entire engineering archive at the preliminary stage.
However, drawings and diagrams can be useful when the product cannot be understood from a datasheet and manual alone.
This is particularly relevant for:
- machinery;
- control cabinets and panels;
- assemblies;
- skids;
- production lines;
- pressure systems;
- equipment incorporating several major components.
Depending on the product, useful documents can include electrical diagrams, general arrangement drawings, assembly drawings, process diagrams or component information.
The purpose is to clarify the final product being supplied, not to submit every drawing created during product development.
Existing certificates and test reports
Manufacturers often already have conformity documents from other markets.
These may include:
- CE Declaration of Conformity;
- CB certificate and CB test report;
- IEC or EN test reports;
- EMC reports;
- electrical safety reports;
- existing EAC certificates or declarations;
- national certificates;
- other third-party test reports.
These documents should be reviewed because they may contain useful technical evidence.
However, the existence of a certificate or test report does not by itself confirm that it is suitable for the new EAC project.
The review should check whether the document covers the correct:
- manufacturer;
- product or model family;
- technical ratings;
- configuration;
- product version;
- relevant test scope.
A report for one model should not automatically be assumed to cover an entire product family. A report for a component or module should not automatically be treated as evidence for the complete final product.
Existing CE, CB, IEC or other documentation may support the assessment, but its possible use should be reviewed against the exact product and intended EAC route.
Manufacturer and production information
The manufacturer should be identified consistently throughout the documentation.
Useful information can include:
- full legal manufacturer name;
- registered address;
- manufacturing site address;
- additional production sites, where relevant;
- information on whether the product is serially manufactured or supplied as a specific batch or project.
The supply model should be clarified early.
Serial production, a defined batch and a specific project supply are not the same commercial situations. The appropriate documentation package and conformity assessment route should therefore be checked before applications or shipment documents are prepared.
Applicant and importer information
Foreign manufacturers should also provide the information already known about the planned supply structure.
At the preliminary stage, this may include:
- target EAEU country or countries;
- importer details, if known;
- intended applicant details, if already defined;
- distributor or project customer information where relevant.
If the applicant or local party has not yet been selected, this can simply be stated during the review.
There is no benefit in inserting temporary company details into technical documentation before the project structure has been clarified.
Nameplate and product label
The product label is one of the simplest documents to provide and one of the most useful for detecting inconsistencies.
The nameplate or label can be checked against the manual, datasheet and available reports for:
- manufacturer name;
- product designation;
- model number;
- technical ratings;
- serial or batch identification;
- other relevant product information.
A common practical problem is that documentation has been prepared for one model designation while the production nameplate uses another.
Even when the underlying documents are genuine, the supplied product should be clearly identifiable against the scope of the conformity documentation.
Where possible, the nameplate should therefore be reviewed before final artwork and mass production are fixed.
Do not translate the entire technical file too early
Another common source of unnecessary work is translating every technical document before the certification route and required package have been clarified.
A better sequence is usually:
1. Identify the exact product and model range.
2. Review the available documents.
3. Check which documents are relevant to the possible EAC route.
4. Identify missing or inconsistent information.
5. Prepare, adapt or translate the documents that are actually needed.
This approach helps avoid spending time on documents that may not be required for the specific project.
Typical document mistakes before EAC certification
Several issues regularly weaken a manufacturer’s document package:
- only a commercial brochure is provided instead of technical data;
- the final model list has not been confirmed;
- model names differ between the manual, label and reports;
- a test report covers only one variant while several models are planned for supply;
- a report for a component is assumed to cover the complete product;
- CE, CB or IEC documents are assumed to replace the local conformity assessment route automatically;
- the manual refers to an older product version;
- technical ratings differ between documents;
- serial production, batch or project supply has not been clarified;
- manufacturer, importer and applicant information is inconsistent or incomplete;
- product changes made after testing are not reflected in the documentation.
The commercial risk is not simply that a document is missing.
The greater risk is that different documents describe different products. When this is discovered late, the company may need to clarify model coverage, update documents, revise labels or reconsider testing after the shipment schedule has already been fixed.

A controlled document review before certification
A practical EAC document review can be organized in a simple sequence:
1. Identify the exact product, intended use and target EAEU market.
2. Confirm manufacturer details, model range and final configuration.
3. Compare datasheets, manuals, labels and available technical documents.
4. Review existing certificates and test reports.
5. Check whether the available evidence matches the actual product.
6. Identify missing, outdated or inconsistent information.
7. Clarify the possible conformity assessment route.
8. Determine whether document adaptation, additional evidence or testing may be needed.
9. Coordinate the next steps with relevant certification bodies, laboratories or other project participants where required.
10. Recheck the final model list, product identification and marking before shipment.
This keeps the document checklist connected to the actual certification project instead of turning it into an administrative exercise.
What manufacturers can send for preliminary review
A manufacturer does not need a complete certification dossier before requesting an initial assessment.
A useful starting package normally includes:
- target EAEU country or countries;
- product description and intended use;
- HS code, if available;
- model list;
- datasheet or technical specification;
- user or installation manual;
- product photos;
- nameplate or label artwork;
- existing EAC certificates or declarations;
- available CE, CB, IEC or other test documentation;
- relevant drawings or diagrams for complex equipment;
- manufacturer and manufacturing site details;
- importer or applicant information, if already known;
- information on whether the supply is serial production, a batch or a specific project;
- expected shipment or project timing.
If some documents are unavailable, that does not prevent a preliminary review.
The missing information can itself show what needs to be prepared before the certification project moves forward.
